Michael Mocksten (Moiseyev)
DIRECTOR OF FINANCE AND CHIEF FINANCIAL OFFICER FOR THE CITY OF BALTIMORE
As Baltimore’s Chief Financial Officer, Michael oversees the city’s $4.4 billion budget, revenue collection, procurement, payroll, accounting, risk management, borrowing, and investment functions. He previously served as CFO with the New York City Administration for Children’s Services, managing their $2.8 billion annual fiscal operation. Prior to that, Michael spent 12 years with NYC Office of Management and Budget, overseeing a $30 billion portfolio of education-related agencies, later founding and leading a Citywide Savings team that worked across NYC’s $100 billion budget to identify and implement efficiencies and innovations. He holds a Master of Public Administration from Baruch College and a Bachelor of Science in Mathematics from Carnegie Mellon University.
