HyeSook Chung is the President of the Baltimore Civic Fund. With over 27 years of experience in the government and nonprofit sectors, Chung is a seasoned executive leader experienced in driving transformative solutions to address pressing systemic challenges. As president of the Civic Fund, an independent nonprofit that serves as the fiscal sponsor for the City of Baltimore, Chung manages fiscal sponsorship for more than 100 city programs that enhance the quality of life for residents.

Prior to her role at the Civic Fund, she served as a deputy mayor for Health and Human Services in Washington DC where she worked to expand Medicaid, TANF, and CHIP. Prior to serving as deputy mayor, Chung served as the executive director of DC Action for Children, a child advocacy organization working to bring high impact outcomes to DC children. In addition to her passion to work on behalf of children and families, she is a data enthusiast whose innovative vision for data work for high-impact social outcomes has been highlighted on the list of Rockefeller Foundation’s Top 100 Innovative NGOs, UNICEF and SXSW EDU.
